Key takeaway

How The Agent Bureau designed, built and continues to manage Residentive's white-labelled AI platform: BureauGovern™ AI Governance, 24/7 verified call handling, a connected data spine, forensic financial auditing and an always-on marketing engine — shipped under Residentive's brand with operator-side governance evidence.

Residentive, a UK PropTech serving Right to Manage (RTM) and Resident Management Company (RMC) boards, needed to solve out-of-hours resident communication without hiring a night shift. The Agent Bureau built and manages a connected AI platform — AI governance, reception, data spine and financial intelligence — white-labelled for resident-facing layers as Residentive's own products, with BureauGovern™ keeping policy, tool register and human-oversight evidence current across the stack, plus the company's website and content operation.

Reported outcome: roughly 18 hours a week returned to each RTM director, 24/7 verified call handling, and a full audit trail behind every action taken on a resident's behalf — with BureauGovern™ AI Governance holding the policy and human-oversight evidence that makes that trail defensible.

The problem: a second job nobody signed up for

When leaseholders take back control of their building through Right to Manage, they expect more say over how it is run. What most do not expect is the workload.

RTM directors routinely describe the role as running a small business on top of their actual job — chasing contractors, logging repairs, keeping residents informed — while carrying personal legal and financial responsibility for the building. This was precisely the problem Residentive's own customers were bringing to them.

The sharpest version of it showed up outside office hours. A leak reported at 9pm. A lift fault on a Sunday. A resident who could not reach anybody until Monday morning.

What the UK data says

Residentive's problem is a specific instance of a measurable, national one. UK small business owners are structurally short of hours, and the property sector in particular is struggling with communication rather than workmanship.

Figure

What it measures

11 hours a week

Average time UK SME owners spend on admin or finance tasks — roughly six working days a month, against 3.6 days on sales and business development (American Express SME Business Barometer, 2026, n=1,000)

54%

SME owners who say paperwork gets in the way of running the business (same source)

36%

Who name their own lack of capacity as the single biggest barrier to growth (same source)

1 in 5

UK business owners working 60 hours a week or more (same source)

6,649 enquiries, up 67%

Residential leasehold complaints received by The Property Ombudsman in a single year — a 67% year-on-year rise, prompting new joint guidance with the First-tier Tribunal (Property Chamber). Poor communication and complaints handling, not defective work, is the recurring pattern

4.8 million

Leasehold properties in England and Wales sitting behind that complaints pipeline (The Property Ombudsman)

Separately, industry call-tracking research consistently finds that small service businesses miss a fifth to a third of inbound calls during working hours and close to all of them outside those hours — and that most callers who fail to get through do not try again. In property, where a single relationship can be worth years of managed revenue, that is an expensive silence.

Not just a property problem

Residentive's challenge is a sharp version of a pattern The Agent Bureau sees in every UK SME sector it works in:

  • Renewable energy and clean tech — a solar or heat-pump installer loses the job to whoever answers first, because a missed enquiry rarely calls back.

  • Healthcare: clinics, dental, primary care — patients expect a same-day response, and a fully staffed reception desk still cannot cover lunch breaks, holidays or evenings.

  • Recruitment and staffing — candidates and clients move to whoever responds fastest; a slow follow-up is a lost placement.

  • Construction and field services — multi-site teams need somebody answering the phone while they are on a roof, not two hours later.

  • Property and PropTech — directors and agents carry personal liability for how quickly issues are logged and resolved.

  • Any firm already using AI — staff use assistants and tools every day, but few can show a live usage policy, tool register or human-oversight trail when a client, insurer or regulator asks.

The question underneath is always the same: how do you stop losing time, money and trust to a phone you cannot always answer — and prove the AI you do use is governed — without hiring another full-time person to sit next to it?

What The Agent Bureau built: governance plus three connected layers

Residentive did not come to TAB asking for a chatbot. The brief was an operations problem. What TAB delivered is a connected platform where each layer writes into the same verified data base and inherits the same governance — identity checks, human escalation, full audit trail — with BureauGovern™ AI Governance as the desk that keeps that policy and evidence pack current.

Every layer is one of TAB's own productised pillars, built and then white-labelled under the Residentive brand. These are the same pillars any TAB client starts from, whether they want TAB's name on the product or their own.

Layer 0 — BureauGovern™ AI Governance (live)

The governance desk that wraps the operational layers. Residentive's stack takes controlled actions on residents' behalf — logging repairs, reading financial data, publishing under the brand — so the operator needs more than a fast agent: it needs a defensible AI usage policy, a register of the tools in play, and an exportable human-oversight trail. That is BureauGovern™: policy administration and evidence tooling with human review — not legal advice.

  • AI usage policy versioned for the Residentive engagement and the modules in use.

  • Tool register covering Bureau desks plus any staff-added tools, so nobody is guessing what AI touches resident data.

  • Human-oversight evidence: reviewed-by / reviewed-at on escalations and published content, generated as a side-effect of work already running through Desk, CRM, Books and Digital.

  • Evidence export when boards, insurers or procurement ask how AI decisions are governed — one pack rather than a scramble across inboxes.

Layer 1 — BureauDesk™ Reception (live, as ProperResponse™ AI)

The front desk that never closes. A conversational AI agent answers every resident call, verifies who it is speaking to, and takes controlled action — logging a new issue, checking an existing ticket — only once that verification clears.

  • Answers every call, 24 hours a day, with sub-second response latency and human-level conversational quality.

  • Verifies caller identity before any controlled action. No ticket is logged or authorised against an unverified resident.

  • Escalates to a human automatically whenever the agent's confidence drops below a 90% threshold.

Layer 2 — BureauCRM™ (live, as ProperPortal™)

TAB's AI-native CRM pillar, and the reason the rest of the stack compounds. Every call, ticket, repair, transaction and vote is logged automatically and kept clean — rather than requiring somebody to keep it clean. Everything Layer 1 captures lands here, auditable and attributable back to a verified resident.

  • Live financial ledger: service charges, invoices and reserve movements visible in real time.

  • Repair tracking from first report to completion, fed automatically by BureauDesk™ Reception.

  • Digital voting and a full document library, replacing PDF statements and proxy forms.

  • AES-256 encryption, UK-hosted and UK GDPR-compliant, with information security practices aligned to the ISO 27000 family and every access logged.

Layer 3 — BureauBooks™ Finance (private beta, as ProperMind™ AI)

The layer TAB is building now, on the same base. It combines TAB's finance pillar with a predictive-maintenance model built specifically for Residentive's building data. It reads the verified ledger the first two layers already maintain and audits it continuously — no separate data feed, no integration project.

  • Forensic invoice auditing against market-rate and historical benchmarks, flagging overcharges and duplicate billing.

  • Predictive maintenance, targeting equipment-failure warnings 30 to 90 days ahead of the event.

  • Automated budget-optimisation recommendations, replacing "last year plus 10%" guesswork.

  • Every finding flagged for human review, never auto-actioned — the same human-in-the-loop principle as Layer 1.

This is the architecture TAB designs for every client: a connected stack where each new agent plugs into the same verified base, inherits the same identity checks and audit trail via BureauGovern™, and becomes more useful as more of the business runs through it.

Residentive started with one assistant. What TAB delivered — and continues to build — is the infrastructure underneath an entire AI-run operation, sold under Residentive's own name.

Beyond the product: the website and marketing engine

Everything above is what Residentive's own customers use. A second, separate engagement runs alongside it: TAB also built and manages Residentive's public-facing digital presence — the website, and everything that fills it.

BureauWeb360™ — the website and CMS (live)

  • Design and build. Full site design and build — product pages, live pricing and use-case detail for each Proper— product, and the Insights hub, all on one platform.

  • Connected CMS. TAB's own AI-native CMS, wired into the same content pipeline as the marketing engine, so nothing is manually republished across systems.

  • Fully managed. Hosting, uptime, technical maintenance and security — one less system for Residentive to run.

  • Search and AI visibility. Technical SEO alongside GEO: structuring content so it surfaces correctly in traditional search and in the generative engines — ChatGPT, Google AI Overviews, Perplexity — that increasingly answer property-management questions directly.

BureauDigital™ Marketing (live)

The same pillar TAB uses for any client that needs a consistent public presence without hiring a marketer. It researches topics, drafts content, and schedules and publishes across every channel Residentive uses to reach RTM and RMC directors — with a human reviewing everything before it goes live.

  • Insights articles — SEO- and GEO-aware guides, market commentary and case studies aimed at directors already researching their options. Ten original articles published in July 2026 alone.

  • LinkedIn — scheduled posts for property professionals, RMC directors and the wider block-management community.

  • Facebook — community-facing content for leaseholders and RTM/RMC members.

  • Instagram — brand-presence content that keeps Residentive visible between enquiries.

  • Human in the loop — every post is queued for human approval before publishing. Nothing goes out unsupervised.

It is the same principle as the product stack, pointed outward: TAB did not only build what Residentive sells. It built the storefront, and runs everything that fills it.

In their words

"We engaged The Agent Bureau to solve a real pain point in UK block management: out-of-hours communication and secure ticket logging.

TAB delivered a smart assistant that operates as our frontline 24/7, with BureauGovern™ keeping the AI usage policy and human-oversight evidence behind every controlled action. What impressed me most is the reliable caller verification before anything is logged — a new issue straight into ProperPortal, or checking an existing ticket.

The conversation quality is human-level; residents feel heard at any hour, and it bridges the gap between technology and human empathy. The TAB team understood our market and took the heavy lifting off our shoulders."

Joel Nisbet
Chief Operating Officer, Residentive

What this demonstrates about TAB's managed service

  • Multi-agent architecture
Several specialised agents — reception, CRM, financial forensics, marketing — designed to work as one system, not bolted together after the fact.

  • End-to-end build and hosting
TAB designs, builds, hosts and maintains every layer on UK infrastructure. No separate vendor relationship for each piece.

  • Full digital footprint
TAB built the public website too, not only the product behind it — one connected system rather than a product team plus a web agency.

  • White-label by default
Every pillar ships under TAB's brand or fully rebranded as the client's own. Residentive's resident-facing suite carries only the Residentive name.

  • Governed by design
Identity verification, human-in-the-loop escalation and full audit trails run through every layer — including the marketing content published under the client's name — with BureauGovern™ AI Governance holding the policy, register and evidence pack.

  • Built to expand
New capability is added to the same relationship without re-platforming or disrupting what is already live.

  • Ongoing operation
TAB monitors, supports and extends the stack after go-live. This is a managed service, not a one-off build.

Does this sound like your business?

The Residentive engagement is unusually broad. Most start smaller. These are the signals that a conversation is worth having:

  • Calls or enquiries go unanswered outside office hours, over lunch, or during busy periods.

  • Your best people spend hours a week on admin a well-trained assistant could handle.

  • You know you should be publishing content and staying active on social, but nobody has time to do it consistently.

  • You need a verifiable, auditable trail for actions taken on customers' behalf — not just a fast response.

  • You already use AI (or plan to) and want a live usage policy, tool register and human-oversight evidence — not another unread PDF.

  • You are outgrowing single-purpose tools and want systems that connect, rather than another app to log into.

The Agent Bureau builds and manages smart assistants for UK SMEs across AI governance, admin, marketing, operations, sales and finance — UK-hosted, UK GDPR-compliant, under TAB's brand or fully white-labelled as your own. Whether the brief is a single reception agent, a governance desk, or a connected AI operations and marketing stack, TAB scopes the engagement to fit.

"As chair I was nervous about handing call handling to an AI — what if somebody impersonates a leaseholder to get work authorised? It verifies who it is speaking to before any action is taken, and every ticket has a clear trail back to who reported what and when.

That matters when you are personally accountable as a director. It has also genuinely freed up my week; I am not fielding calls about lift faults at 7am anymore."

Joel Nisbet
Chief Operating Officer, Residentive
